Returns immutable package-code and native-artifact identity plus the
conservative runtime compatibility identity used by basin-complex caches.

get.gflow.build.identity(refresh = FALSE)
Arguments
- refresh
Recompute the identity instead of returning the identity
cached when the currently loaded namespace first constructed a basin.
Value
A named list containing build and runtime identity records.
